  Great Win for Users in the International Trademark Registration System  
  During the 5th Meeting of the Working Group for the Legal Development of the Madrid System, it was agreed to recommend to the General Assembly an important change to the system. This change consist of that all designated offices must issue a Statement of Grant of Protection for each successful designation. Therefore, the so-called principle of "tacit acceptance" has been broken. MARQUES has been pushing for an increase of communication between WIPO and users since 2005 and proactively supporting this recommendation in every meeting since then. MARQUES considers this a very important step for the future of the International Registration system. The next step is the final adoption of the recommendation by the General Assembly in September 2008.  
 
 
  MARQUES Files Before WIPO A New Proposal to Improve the Madrid System  
  On the occasion of the 5th Meeting of the Working Group, MARQUES sent a letter to WIPO's Assistant Director, Mr. Ernesto Rubio, with a proposal to increase communication between users and WIPO. Briefly, this proposal consists of turning the Register database into the central repository for fully up-to-date information on the individual Designations of International Registrations. Although the appropriate way is left on the hands of WIPO, MARQUES has developed some ideas that could serve as a guideline for this project aimed at increasing the access of updated information on the status of a Designation.  
 
 
  Meeting of Association on ACTA (Anti-counterfeiting Trade Agreement)  
  MARQUES attended the joint-meeting of IP associations organised on May in Berlin, which as aimed at creating a forum so as to promote ACTA. The goal is to encourage governments and institutions to engage in ACTA and push for strong provisions against counterfeiting and piracy. MARQUES registered its full support to these initiatives and expressed its wiliness to collaborate with this group. MARQUES was represented by Jane Collins, Chairman of MARQUES.  
 
 
  New Director General for WIPO  
  The Coordination Committee of the World Intellectual Property Organization (WIPO) nominated Mr. Francis Gurry the next Director General. Mr. Gurry will have to be appointed by the General Assembly of WIPO at their next meeting in September.  
 
 
  European Commission Launches the Chine IPR SME Helpdesk  
  The China IPR SME Helpdesk is a new initiative funded by DG Enterprise and Industry of the European Commission, which aims to support EU small and medium sized enterprises in both the protection and enforcement of IPR in China, through the provision of free information, training and first-line advice. MARQUES is organising a series of meeting designed to promote the debate and knowledge of the social-economic function of trademarks and their legal aspects in current society with the aim of promoting the study and collaboration between trademark holders and the Judges of the Community Trademark Courts.

  CALL FOR SUPPORT ON ICANN CHANGES  
MARQUES is a member of the IPC (Intellectual Property Constituency) of ICANN, which controls the administration of the domain name system. ICANN is restructuring. It wants to improve the effectiveness of the General Names Supporting Organisation (GNSO) which forges policy, elects two members to the ICANN Board and provides the highest level at which trade mark representation can feature.

The Board is faced with two choices. The first is to strengthen the position of registries and registrars and to reduce the votes and influence of the private sector (including the IPC). The second is to support a Joint Users Proposal, developed by the private sector organisations within ICANN including the IPC, which proposes equality between registries and registrars, private sector organisations and representatives of the Not-For-Profit sector.
