Spain - the Spanish Trade Marks and Patents Office sets "quality compromises".
The Spanish Trade Marks and Patents Office ("SPTO") has set a number of "quality commitments" related to the duration of intellectual property rights registration procedures (specifically patents, utility models and trade marks). According to these commitments (accessible in Spanish here), the average time for filing a Spanish trade mark application should be 7.5 months (assuming no oppositions or formal/substantial objections) and 15 months (where the application is opposed by third parties or the SPTO raises formal/substantial objections. These commitments entail a substantial improvement, being a reduction by five months of the legally prescribed terms.
